Place Plan seeks to create a Pilbara oasis

Council’s endorsement of the South Hedland Place Plan (The Plan) strengthens a place planning approach at the Town, grounded in community insights shaping initiatives into the future. 

The Plan will guide the Town in establishing a South Hedland Town Team, bringing Wise Terrace to life, focussing on security and safety, promoting local creatives and hospitality, delivering cultural wayfinding and public art and improving pedestrian connectivity and greenery. 

The draft Plan was prepared in March 2021 by the Town, Town Team Movement, ASPECT Studios and wOnder City+Landscape, informed by 400 comments, 18 stakeholder meetings, pop-up shop engagement, a walkshop, two co-design workshops with 48 participants, a Town Team sundowner and a Bloc Party. 

In November 2021 the draft Plan was released for public comment, and the final version was endorsed in March 2022 by Council.  

The Plan's first action item will be the transformation of Wise Terrace, creating a natural, cultural and activated town centre feel. Overwhelming, the South Hedland community expressed a desire that Wise Terrace should be closed for cars and open for pedestrians and feature shade, seating, passive surveillance and more greenery. 

Mayor Peter Carter welcomes Council’s endorsement of the Plan, saying it represents a bright future for the Town Centre as the heart of the South Hedland community.  

“South Hedland Town Centre is a place frequented by thousands of locals weekly, whether it’s to pop down to the shops, see an event in the town square or enjoy a visit to the pool or library.” 

“The South Hedland Place Plan now serves as a blueprint for developing the area informed by community insights, creating a Pilbara oasis celebrating our unique sense of community spirit and vibrant flora.” 

“We’ve set our sights on transforming Wise Terrace, which will mean more pedestrian activity and less traffic in the area, greenery and greater activation for community events and get togethers.” 

“I look forward to updating the community on the delivery of the Plan’s priorities moving forward.”
