Rose Nowers Child Care

Project Overview

The Town of Port Hedland is progressing an expansion of the Rose Nowers Early Learning Centre in South Hedland.

This project aims to increase the capacity of the existing facility and improve the quality of early childhood education and care services available to families across the community, supporting population growth and workforce demand.

The expansion will be delivered at the existing centre to maximise use of established infrastructure while enhancing functionality, safety and service outcomes.

Why the Project is Needed

The Rose Nowers centre is a critical community asset that supports local families and the broader workforce.

Demand for childcare places in Hedland continues to exceed availability. The expansion of the centre will assist in addressing this shortfall while improving the overall standard and flexibility of early childhood services.

The project also supports broader strategic priorities, including workforce participation, liveability and community wellbeing.

Scope of Works

The project includes the expansion and upgrade of the existing childcare facility, which include:

· Additional childcare rooms to increase capacity from 43 to 134 placements

· Additional child friendly bathrooms

· Supporting amenities and staff facilities

· Upgrades to circulation, access and site functionality

Community Benefits

The expansion of the Rose Nowers Childcare Centre will deliver a range of benefits, including:

· Increased availability of childcare places for local families

· Improved access to high-quality early learning environments

· Support for workforce participation, particularly for working parents

· Enhanced community infrastructure supporting population growth

· Improved functionality and lifespan of an existing Town asset

Project Delivery

The project will be carefully planned and staged to allow for the continued operation of the childcare centre wherever practicable, with appropriate safety, separation and operational controls implemented throughout delivery.

Funding

The Town will seek to ensure that a significant portion of the project funding is secured through external contributions prior to proceeding.

Current Status

The project has progressed through the detailed design phase, which is now complete.

A Request for Tender (RFT) for construction works is being released to the market, seeking suitably qualified contractor to deliver the project. The outcomes of this procurement process will inform the next stage of project delivery.
