Council has adopted its new Local Planning Strategy (the Strategy) and the Town of Port Hedland Local Planning Scheme No. 7 (the Scheme), documents which will guide the next 10 to 20 years of land use planning and development in the Hedland LGA.
The Strategy serves as a blueprint for the Town and stakeholders, applies relevant state and regional planning policies at the local level, and provides a rationale for land planning to secure the Town’s long term vision.
The Strategy objectives span across identity, prosperity and the built and natural environment. These include providing a hierarchy of open space, protecting strategic industry from incompatible land use and facilitating urban form that maximises the efficient use of existing and planned infrastructure.
Recognising the need to protect the strategic infrastructure of the world’s largest bulk exporting port is a key aim of the Strategy. It provides a coordinated approach for future urban land, which balances economic, social and environmental needs.
The Scheme serves as the principal statutory planning tool for controlling land use and development, classifying and zoning all land within the Hedland LGA for the first time.
Hon. Commissioner Fred Riebeling AM JP said the Strategy sets the long-term planning direction of Town, guiding decision-makers and stakeholders, with the Scheme providing the statutory controls to facilitate land use and development.
“Council’s endorsement of the Strategy and Scheme gives residents, developers, businesses and community organisations certainty moving forward, providing a rationale for land zoning and classification for the next two decades.
“The Town’s Strategy and Scheme have struck the right balance between the needs of industry, supporting the economic engine of Australia, while also listening to residents and the community.
“The Strategy builds on comprehensive engagement undertaken by the Town through the Shaping Hedland’s Future campaign, which asked locals, community groups and businesses to submit their thoughts on land use planning.
“The Strategy reflects realist population growth goals, striking the right balance between supporting the infrastructure needs of the world’s largest bulk exporting port, while also recognising the needs of Hedland’s unique community, culture and environment.”
A recommendation for the Strategy and Scheme will now be forwarded to the Western Australian Planning Commission and Minister for Planning for endorsement.
